When I started collecting back in the 60's, there were many bundles of insignia like this, plus large rolls. At a show, you would see tables literally piled with them. Back then, the mint unissued items were not considered as collectible, as there was so much of them. Plus when fakes started appearing in the late 60's, new collectors had a hard time telling fake items from original mint items, so they preferred used examples.
Now people prefer mint items - it will always seem odd to me because of old habits. The exception back then was daggers and uniforms. Daggers had to be perfect, and I never saw even one moth-eaten German uniform back in the 60's.
