        Doesn't look like the skull type matches the markings. I would say no.

          IMHO original dugup, white seems to be a modern glue, due the oxidation, both parts cannot be connected together, and someone put the glue

              Skull button

              I've seen this phenomena before. The button is badly corroded. The white material is actually the remains of the portion of the front of the button that was rolled over the backing plate. The front plate has a coating on the surface that resists corroson. However the edge of the portion that was rolled over the back plate has an exposed raw edge for water to get to and corrode the base metal of the front plate. The entire part that was rolled over the backing plate appears to be gone. It was exposed to water for a long time.

              I've seen this in a group of political insignia and also a Bz PAB.
