I like the tunic. I would put great effort in finding any provenance (like the picture you describe).

Given that we are talking about a regiment as opposed to a Division, and one that only existed wartime and the we know the relative high rank of the owner, I would believe that the wearer could be absolutely identified. The wearer was almost for sure a Battalion Cdr within that regiment at some point and I would be surprised if more than 15 (and maybe some less) of officers at that rank served in that regiment during the war.
