This'is not your standard SS rank tab. Normally, wool felt badge cloth is used, but woven wool, like this, is occasionally seen. The buckram is of a type I have seen on original collar tabs. The piping is not applied with the best sewing skill, but that is not conclusive. Of course, this could also be an NSKK collar tab. It is up to you to decide your comfort level.
