Are the edges of the boards attractive to a magnet (reflecting a steel re-enforcing
wire around the outer perimeter, under the cloth)?

Leroy has suggested a good test! It may take a strong magnet to test this, or perhaps try a couple of different magnets as it is often tough to pick up through the material.

SS Shoulder boards

I have med the test with a magnet and the steel re-enforcing wire is present on the shoulder boards.

That is not a fool proof test, later war boards were only stiffened by cardboard.
