SS Ring - info requested

A request for any information on this type of ring.
A friend recently purchased this ring from a well respected dealer and has no reason to doubt authenticity.

Most of the SS rings he has seen are the silver skull type and he would like to know more about this enamelled type. Were they issued for any reason, or just a jewellery item. Any info please.
Web sites with reference material would be appreciated.
