It looks brand new. I know that, that alone doesn´t make it bad, but that along with a certain gut feeling...
Besides that, the shoulder straps are for Hauptsturmführer and the collar tab for ObersturmführerComment

In this case hard to determine an assessment with one photo.
This is a 'maybe' uniform with one photo to go on.
As for non corresponding rank insignia, this was not that uncommon in the field. Availability of insignia and its associated components was not always at hand for a front line soldier. However this uniform does look fresh.Comment
