Foto studio F Cielava (name of the studio) and Jelgava is the town/City http://en.m.wikipedia.org/wiki/Jelgava

I cant help on the writing on the back, sorry.

A quick google search showed the language for the studio on the front side is in Latvia. I can't help you with a translation.

Very rare that a Latvian volunteer has RZM runes,usually its home made metal runes for them.
