Maybe a damaged bevo tab salvaged for the pre-cut backing, and they didn't bother to fight the glue on the bevo and just left it? Stranger things have happened.

To me, it just looks like a backing for the embroidery that is a continuous sheet, not a second tab. This is frequently seen in hand embroidered officer tabs of the army and more frequently the Luftwaffe.
