Why are these collar tabs white and the symbols on the flags?

I assume Officer Stammabteilung. Embroidery in silver because there is no contrast in the photo.

Flag, I don't know possible a local City crest or area (state) crest.

Stammabteilung is more correct then to call it Allg. Reserve unit. Reserve got other insignias.
