The first number is the 'Hersteller' or manufacturer.

Ian is correct. It is the Hersteller (manufacturer) not the contract number. See the attachment from Ulric of England's A Collectors Guide to SS and Political Political Cuffbands, 1st Edition, 1998, Page 17.
