Signal shoulder board?

Hello,
Got this out of an old collection at a gun shop a few weeks ago. I thought it was heer signals, but after looking at it closer in the sunlight, the cloth is definitely black even though the underneath cloth is heer green. The piping, though it appears white in my pictures, is actually a very light shade of yellow. So my question is, is it SS signal and is it original?
