I am trying to identify the location of this parade. I'll have a better scan in a few days that may help with the signage, but this is all I have for now.

as said, it reminds me a bit of Bruxelles but can't be sure.
sure seems North-West o North-Central Europe, German-Flemisch style, so must be somewhere around North-West Germany, The Netherlands, Belgium and so on.
Maybe our "Germanske-SS" fellow members can help us out

But in between the large group of marching policemen and the small group at the front which I take to be a small musical group- fife and drum?- there are three policemen which usually means a flag and escort. Not one of the buildings is in Flemish style, more Central-European IMO (Czechia, Slovakia...).
The older building on the right looks like Central European baroque style. Austria is also a possibility...
