Not really in any porcelain but I wonder why the Party armband has the "bubble" surface?

Hope the paint is original.
Otherwise I know this statue as well unpainted and painted.
HH got one some years ago offered.

For my view it is a repaint, especially with the great idea with the pirate sk and the 15.

I don't know it is a repaint, but if repainted, why not have a TV cuff title instead of the incorrect numbered title? I think it may be an original painted by a non-expert at insignia. Who would know for sure without a hands-on examination?
