Help with shoulderstraps

I would like to know what kind of shoulder straps are those: what's the white strip meaning? Is this something related to the rank like Junker or Fuehrerantwarter?
The man is a Galizian, so I wonder if there would be any link with the Ukrainian Army shoulderstraps or something similar.

Yes, that's an NCO candidate, two stripes would indicate an officer candidate.

I know that the pip was introduced late in the war in order to replace the strip, do we know when from (I mean, the year)?
