Cast iron painted hitler head

I really do not know where to post this so i thought i would try here . i have never seen this one before and never seen one with paint , The man i purchased it from told me it was given to him in germany in the 1970s as a gift . the head was told to be found in an old run down home . any info on why this has paint , i think this is an early sculpture possibly late 1930 s .

Hell, in the first pic he almost looks like Stalin.

How big is it?. Almost looks like some of the early anti-Hitler stuff, but its not I guess. Make a nice paperweight. Putting something that large against a quarter makes me think too much, got a measuring device?

Kris , yes it is 9 inches by 6 inches and 1 3/8 thick .

I think I am looking at an oil based paint and the rust is breaking through as if that paint has been on there forever, possible but would not draw too quick on it.

Its hard to say when it was painted, but I am almost 100% certain, it wasn't made that way from the start. Somewhere along the way, I think someone got creative, IMO.
