    Chevrons

They're for the rank of SS-Sturmmann.

I agree, they are not old fighters chevrons. Probably luftwaffe.

The tresse appears to be Heer intended for the unbleached HBT or the reed green HBT uniform, but applied to bottle green wool instead. (Normally they would have backing to match the HBT uniform.) This sort of thing was actually rather common during the war.

The wool is black not green

The entire insignia appears to be light blue and dark blue on my computer, so I assumed green for the backing. My bad. However, it still doesn't change my basic analysis. It simply broadens the range of who the insignia might have been made for: SS Rottenfuhrer or Heer obergefreiter authorized to wear the black wrapper. I'm pretty sure there were more SS Rottenfuhrer later in the war than Heer Pz Obergefreiter, so I'd call it an SS insignia.

Would make sense with the LW tresse and being on black. Interesting!
