SD officer photo?

Hello, I know that this may be the wrong forum, but the knowledge of the subject is obviously here. In this small photo, seemingly just a small car in a snowy wilderness, is the officer from the SD? His right collar patch looks to be blank, does anyone have an opinion, please. Kerry.

No sign of an SD raute so I'd go for SiPo, of course he may just not bothered to sew a raute on his greatcoat.
