What would this guy be from?

Looks like a civilian jacket, but wearing a ss armband?

I think hes an Anwarter not hooked to a sturm yet,and that is a normal SS tunic devoid of insignia/piping,he hasnt gotten them yet.He is wearing the correct brownshirt ,tie and crossstrap too.
