SS Eagle on Charkov parka

I've found this picture on the internet a few days ago and I was wondering if this eagle is rare on the charkov parka?
Because I've never seen a photo before with a eagle on a charkov parka.
It looks like a SS Officer with a bullion eagle on his arm.

Yes he's an officer, yes it's rare to see insignia on these.

I have not seen a parka with shoulderboards and eagle before.

I have seen a real OD shade parka with a set up just like this many years ago that was 100% real .
