Looks like a Saharina version of a tropical motorcycle coat. Never seen one of these before. Don't know if they were actually made and for who.

The Buttons are dated 1937 ...

I would also say an Italian pattern probably with a single row of buttons in the center...exchanged with German buttons
(adding a second row?? for a more German appearance? 1 button visible?), conversion war time or post war time done!
