Help with eagle

I have found this small lot of documents, the guy service in ss from 41 to 45 and than prisoner still 47 with English and still 52 to Russian
With the lot was this eagle!
What do you think about it????

It appears to be hand embroidered so there's no way of knowing 100% when it was made, even if you blacklight the materials.
