SS Runic Tab and Albanian Shield

Just picked these up at the local antique fair. They look good to me, but I'd like a 2nd opinion.

The runes look to have had some silver paint applied to them a long time ago. I assume these are cut off a uniform, as the cut border along the top is quite straight.
