1st pattern SS Sleeve eagle---help

This is a first pattern SS sleeve eagle with "dipped down" wing tips. It is grey thread on black wool.It has a black backing material.It does not glow ,nor does it melt.The person that I got it from said he got it in Germany in the 50's. What are your opinions on this Sleeve eagle? Thanks, Mitch
