Very hard to tell what that smock really is, from the cut it looks like a standard M40 with the green side exposed, that the pockets aren't visible is true but they can be there, just hard to see from that picture, which happens often in such pictures.
I think this is a camo pattern I haven't seen before but sometimes patterns can look quite strange on period black and white photos and I sure have been wrong more than once in the past.
The pattern may be an anomaly that occured during the printing process or it is a very limited run of some "proto-type" pattern, around 1940 many new patterns were tested and some were introduced. I would also not rule out the possibility that it is a very early VT plane tree pattern but if so it is early fabric from ca. 1937 that was used up later on in ca. 1940.
The pattern in any case looks hand made to me, like all plane tree prints. Unfortunately the wearer rolled the smock up so the section visible isn't that large, but even on what we can see the pattern "should" reapeat if it was roller printed
IMO the picture was taken anywhere during 1940-42...more likely towards 1940/41.
