Help with two items

Hi, I would like to get some help on two items. The first is a bullion cap eagle. I have had it for a while and I got it from someone that I do not have much confidence in.
The second item is a shoulder board, which I have no idea about. Is it a Heer reserve Pioneer/ Or is it WSS? Thanks

No Opinions on the Eagle?

I understand no opinions on the shoulder board( Might it be SS reserve?

But surely there should be some opinions on the cap eagle?
