Couldn't these guys be Chinese? As they wore German helmets too.

Maybe this is a picture of war between Japan and China.

Well, seems to me the PK text as quoted by Marc puts them squarely into the motley ranks of Eastern volunteers fighting on the German side. Quite possibly Kalmucks.
