The SS runes look far more soiled than any other part of tunic (especially the tresse which is right next to it), I assume its a post-war put together / restoration?

Not necessary "soiled", looks like a normal patina from the age. Gisle, sometimes embroidered insignia turns to this yellowish color, not sure why, maybe for some storage or enviroment reasons.
Of course hands-on-inspection is needed but in the pictures the tunic looks good so far.
Gisle , as this is an heer tunic and there are obvious concerns about it being put together, you need to check for the breast eagle and other evidence of heer insignia. Also the price should reflect this.Jacques
