It's KL related: I wasn't able to ID the cuff so far.

I see no eagle or police eagle on the man's arm above the cufftitle. He isn't SS and he isn't police. What is he?

not sure but my thoughts, for his age not sure what kind of dirty job he did at this time. Possible a security reason for the eastern territories?

Well.....I also see no evidence of a breast eagle, but I can't see what that is on the end of both of his shoulder straps. It's like there is a button at the leading edge/other end from where you can see the shoulder strap button. I've never seen the Third Reich to be shy about slapping all kinds of insignia on their men in arms, but this looks like a puzzler!

Looks like a Reichsbahn CT.

Reichsbahn were involved heavily in transportation for the KLs.

It just looked like a RB CT to me.

I have never seen Standort CTs worn by SS.

Also, it appears that the SS man on the left has a Totenkopf on his right collar tab and the man 2nd from left has a blank collar tab???
