The shield has been hand lettered by a signwriter or (judging by the brush strokes) more likely by a poster writer and the lettering has been done with a computer generated self-adhesive stencil in a modern 'Olde English' font...probably made for a re-enactment group.

To much info for a sign like this - genuine ones only show the rune with the key, not the writings.
Had some years a wooden suitcase (out of the woodwork) with this symbol on it, most propably used for storing papers of the division.
