Bullion Cap Eagle - Foreign Made?

I have had this small eagle for about 25 years now but have never really believed in it so I would like some opinions. It still has remnant threads from being removed and the bullion wire is real silver and has been tarnished like this since I can remember.

Could this be foreign made?

possibly Italian made judging by shape and Swastika but who knows.

Looks Italian manufacture to me too, reference the thread under the paper backing. Who knows when, but a lot of ww2 Italian insignia tarnishes like that.
