This type of collar piping was used by the SA. If the thread is cotton or cotton/rayon and if the white portions do not react under UV light, there is a good chance it is original. The very early SS used black/white piping when they were still a part of the SA, but the black/silver replaced it in 33-34.

Here's a 2-meter length of unworn SA collar piping I'm about to put on eStand for comparison's sake.

The piping shown in this thread seems to be the same. The loose threads and condition would indicate it was sewn onto a collar at some point. It looks like the right length for that as well. An expert would have to comment on the board. It looks good to me but I haven't been followng the fakes on these. If they came together, the provenance might help.
