SS Cap Eagle - Pigeon Head Fake?

Hello All,

This looks like a "pigeon-head fake" to me, and just wanted to make sure before I pass on it. The reverse is marked "RZM" with a "41" above it.

I know enough about these to get into trouble! but that one would cause me to walk away!!! That is a very ugly Eagle with a head that looks nothing like an Eagle or even a pigeon for that matter! Let alone the no detail... crappy looking talons!!!
