M4/24 is FLL.

Overhoff made that buckle. "RZM 24" is Overhoff, as is "M1/24".
If there is no "M#" prefix, then the number will be the same maker who would later use the same number with the "M1" prefix. Any other "M#" will be different. So, M4/24 is another maker.
