That's an army cap, although with an ss metal eagle.

As was said originally made as an army hat utilized by ss with ss eagle and what looks to me that an ss skull might have resided below it..but was ripped off in great haste or anger... Billbert

The pin holes are still there from the wreath and cockade, it's well documented that the Waffen-SS did use Heer caps and eagles but to value this ensemble at any higher than a Heer cap and an eagle (which may not even be original) would be folly.

Sorry I meant that the cap itself and possibly the eagle may not even be original. Can't comment on the cap itself.
