That almost looks like an Italian fascists (black shirt) hat eagle...

Mussolini wore a hat with an eagle that somewhat resembles yours...
My hunch (if real) Italian ... but why the SS flashes?

IMO. it has been altered. The SS symbol was added in post 1945 using the same bullion taken from the Italian Fascist emblem that was once in the claws of the eagle.
