this tunic cloth looks almost 'soldier grade' not 'general grade.' (meaning rough or combat wool.)

maybe he was one of the ss seniors who wanted in true socialist or comradely style prefer'd the ordinary lower-rank quality and not the fancy wool? anyway, yes - truly remarkable object and story. best luck on the fotos you seek.

        Hi Nick.

That is not Fehlis but here is a picture of him in the middle using a gabardine tunic.

        Regards

          Hi Jp.

I bought it for 5 years ago directly from the family in Oslo.
Sold it last year , something I later regretted much so I bought the tunic back last week

It is without any doubt Reichskommissar für die besetzten Norwegischen Gebiete Josef Terboven. On the same photo you'll also find Ministerpresident Vidkun Quisling and Höhere SS und Polizeiführer Nord, SS Obergruppenführer Wilhelm Rediess

Here he is some years earlier, serving as the Gauleiter of Essen

i dont think it is Fehlis eighter.. but who is it?
Could it be SS Standartenführer Franz Walter Stahlecker?
...wich Fehlissucceeded/ replaced in november 1940? Not many pics of him eighter..and i am just guessing here. Anybody knows?
Seem like pics taken in winter time.
                  Cheers

That is a well known picture seen in may Norwegian books.
It is taken in the winter time at Akershus castle, but I think it is taken later than November 1940.
I have no idea about the Standartenführer on the left side.
