Political Cap Eagle?

Hi guys,

This appears to me to be a cap eagle although I'm not sure for which branch of service. I'll show 4 photos, the last of which appears to show an RZM circle mark, leading me to think it's a political eagle of sorts. These items are not my focus so any information, no matter how basic, will be helpful and appreciated.

I've been viewing old cap eagle threads and am beginning to think that this one might be a "pigeon head" fake. I don't want to write it off till I've heard from some of you with expertise in the field though so will await your opinions.

I also now see a 40 on the reverse of the wing opposite the RZM circle.
