SS vt sleeve eagle ?

Saw this one, text says that it's a "Bahnschutz Polizei" eagle, saw a similar one on E-stand with text early " SS vt sleeve eagle ".
What exactly is it ?

IMO a bahnsuhutz polizei, because of the blue gray backing .

Even on black backing, there is no solid proof that these were used for the SS VT. There has been several other threads in the past about this "so called 1st pattern" sleeve eagle.
