              I do not know about the hair being "rotten" but with that cardboard backing I would say that it is a lot more likely to be late war with one of the ersatz material backing which they used instead of wool.

              This one with bullion runes more likely intended for an NCO than an officer with the twisted silver around the edge but I would need better images or a hands on to be certain. The slight rounding to the corners and the loose black threads to the edge may infact be where the officer twisted silver edging was ???

              Do not think it was ever intended to be velvet backed example however,

                Also it looks like it has been slightly resized to a smaller size, sometimes NCOs did that in order to fit collar tabs with NCO tress on a collar.
