Hi Vaughn,
not sure if this piece is in your collection or you're seeking some opinions.
It raises some red flags. The metal base area shows much wear, yet the wood base (not marble as i can see) and plate engraving looks pretty much new except for the base. even the screws look hugely untouched, in starck contrast to the runic metal top.

Thanks for the replies. I do have it in my collection and I've always wondered if it was a fantasy piece or some other creation. So opinions are welcomed. I picked it up years ago at an auction but know nothing about it's origin.
The plate engraved plate and the SS runes both have different platings. The SS plating certainly didn't survive very well. I can't really explain the difference in condition although it looks like someone polished the the top portion at some point and scrape marks are evident.

In my view, the top runes portion (which is very well made) was lacquered when new to preserve the finish. This coating is fragile, though, and wherever it rubs or scrapes off, oxidation will occur. The finish on the rest of the components could be much more durable, and so show less wear, even if they had been together since day one. My honest opinion, though, is that this is a made-up piece which uses a period top portion...
