I'm sure, it has the measurements of a Panzer skull. But it must not be a Panzer skull. Look here, a very similar skull! Look at the nose, eyes etc.

The Wehrwolf used skulls on the collar tabs, that were comparable to Panzer skulls. It is only one example!
