            Seems up to par with other examples I have seen. It appears to have been machine sewn to a tunic because of the holes along the edge. With the holes still fully open like that, I would think it may have been removed recently. Just my observation, I could be wrong.

                  The backing material covering the skull embroidery does not look correct. They used a very specific material that is finished on the top an bottom almost like a cloth cufftitle. Compare to this example:

                      I believe that there are more then one pattern/maker of those skull cuffs exist.
                      In this thread we can see at least 4 different types of skull embroidery(I'm talking only about rzm officer type)

                      Is it possible that also different patterns of backing material were used on those TK cuffs?
                      Can anyone post image of backing of rzm TK cufftitle?
