I can guarantee you that it's a raven and not an eagle, NS (Nasjonal Samling) did not
use eagles. This is the NSUF raven (Info from DeMil, thank you!) NSUF was the Norwegian organization for the youth, almost as Hitler youth in Germany (10-18 years old) The chief was Minister Axel Stang, who was a part of Reichskommissar Terbovens cabinet

awards and on KO pin's. KO (Kamporganisasjon), the members had to ad a oath to the Norwegian NS leader Vidkun Quisling. In 1936 it had 428 members and by war end around 7000, the Orgiansationoffice was leaded by Quislings private secretary Harald Franklin Knudsen.

The symbol of Vidkun Quislings "Forergarden" (Førergarden) This was the lifeguard elite who served as guards to the NS leader Vidkun Quisling. They where aslo guarding his residence at Gimle. They had around 1200 members, but it's not certain
