Yes your are right, indeed SS engineers with upper and lower (nebenfarbe) layers both in "Pionieren Schwartz" black

Somebody mixed up the placement of the Roman numeral and pip. As mentioned the numeral would be above fhe pip when worn. It is Heer as mentioned.
Roman numerals indicated military districts and not battalions or regiments.
