Tony,

If it only has one layer of black wool for it's base...then its Heer. If there are two layers, then its SS. You didn't post a side view so its looks like a single layer when viewed from above or below.

Another question - I presume that this particular "III" cypher is a stylised version of "3", that is the board is for an Oberstleutnant of the 3rd pioneer batallion? Is this correct?

If it is original yes it would be for W-SS but someone the second layer is added to Heer boards to increase value. These pictures are not that clear.
