The motorcycle overcoats were made of rubberized cloth and not leather. Officers of both the Heer and W-SS can often been seen in photos wearing them. Essentially they were used by officers as a rain coat, wind coat and a way to keep their uniform clean from kicked up mud and dust when riding in vehicles.
