I think it's Finnish, try posting in the Axis forum and see it any one can be sure. But I'm almost positive it's Finnish.

This is indeed a Finnish Shoulderboard device/cypher for the Civil Guard, and it designates the rank of Civil Guard Area/District Leader (SK Aluepäällikkö).
