It is, according to Angolia, for those assigned to the Head Office Staff or the Settlement Group of the Reich Office for the Consolidation of German Nationhood. I can't disagree with Bob regarding originality (he would know FAR better than I), but it sure looks similar in construction to the one in Angolia's book.

This reproduction raute was offered to the collecting community first
in the mid 1970's. It measured slightly less than 4.5 cm high, and was
advertised as being "padded". Several dfferent raute were available,
and all bore the conspicuous line of stitching just inside the perimeter.
The shape was completely incorrect, being too short proportionately to
regulation-sized original raute of the period -- and the embroidery was
shy of the German craftsmanship commonly seen of the era. One such
company to offer them was World War II Products Ltd., and were sold
by them in 1978 for $4.00.

agree. dd is enormously well-versed, has been so for decades and has a stunner of a collection. a certain camo cap for instance....
