          Luc,I see nothing wrong with these insignia.I can't however find SS Panzer Rgt 23 (I'm at work though)....perhaps the strap is Heer ? The piped bullion runes tab would imply that it's for a veteran NCO..someone who would want (and have the authority) to stand out from the regulation.
          Now let's see what the experts say.

            Hi Ian, you are correct there was no 23rd SS Pz Regt. The strap could be for 23rd .SS-Panzerjäger-Abteilung, part of 23rd SS-Freiwilligen-Panzer-Grenadier-Division "Nederland".

                Good find,

                It was quite a common practice for SS armoured troops to pipe there collar insignia and some times there Jackets although totally against "REGULATIONS".

                Years ago this was attributed to just "WIKING", but you only have to look at period photo's to see this practice was more wide spread than that.

                        Shoulder strap

                        You can see a similar strap with regimental number for an ss-untersturmführer in PZ Rgt wiking in the thread
